BMI can be used as an indicator if a person is underweight, normal or obese. However note, BMI on its own can not be used for certain to decide whether a person is underweight, normal or obese.
To decide other factors need to be considered too, as sex, age and perhaps other body measurements, like waist circumference. Pregnant can of natural causes not use BMI as a suitable measurement. Neither can athletes and body builders, as they have a bigger muscle mass percentage then normal.
